Foreign Registration Card (ARC)
The Foreign Registration Card — ARC (외국인등록증) — is the first thing to sort out after arriving in Korea. It carries your Foreign Registration Number and unlocks banking, phone plans, health insurance and most official services. If you are staying more than 90 days, you must get one — here is how.
Who needs it, and by when
If you hold a long-term visa and will stay more than 90 days, you are required to register and obtain an ARC — usually within 90 days of arrival. Tourists and short-term visitors do not need one. Missing the deadline can lead to fines, so treat it as an early priority.
How to apply
- Book an appointment on the HiKorea system — slots at busy offices fill up, so book early.
- Visit the immigration office (출입국·외국인청) that covers your registered address.
- Submit your application, biometrics (fingerprints/photo) and fee.
- The card is issued or mailed to you afterwards; keep the receipt in the meantime.
What to bring
- Passport
- Completed application form and a passport photo
- The application fee
- Proof of residence (address) and of your stay purpose — which depends on your visa: an employment contract, enrolment certificate, business registration, or similar
Exact documents vary by visa category. Check your requirements against your visa on Visa & Residency before your appointment.
Why it matters
Almost nothing works smoothly without it: a full bank account, a phone contract, NHIS health cover and countless sign-ups all key off your ARC. Getting it early removes the biggest bottleneck of your first months in Korea.
Deadlines, fees and required documents change and vary by visa and office. Always confirm current requirements on HiKorea and with your local immigration office before applying.
